You're right. She is despicable for getting emotional because many of the citizens she works for have no food, water, electricity, medical supplies nor cell phone service. How dare she?

I'm not saying they could match the efforts of Florida. Just show me where they even tried to prepare at all. What was their pre-storm plan?
The staging area for the power equipment to be put into action in Florida after Irma was Perry, Georgia, about halfway up the state. Puerto Rico is approximately 100 miles X 35 miles; nowhere to stage any equipment there out of the way of Maria.

Apparently your reading comprehension is poor. If you read the quote it states, "for NOT axing him in his sleep". Not that I would lose any sleep if she did.

Desperate times call foe desperate measures. I am sure if your neighborhood and city were awash with raw sewage and the Orange dink was out golfing and insulting your mayor you would be fine with that.

Publicity stunt.
If the mayor had someone to follow her she wouldn't be using her time like the photo shows.

FEMA works best when there is a local government structure in place to receive assistance.
What is a leader in P.R. with no followers to do ? Blame someone else.

This. I support humanitarian aid for PR. I support assistance in rebuilding. I do not support pouring a hundred billion dollars into a welfare state to build them a shiny new infrastructure so they can start a fresh cycle of deterioration and bankruptcy due to failed socialist policies.

What political gain is she seeking?

It is going to take much more than wading through the water with a bullhorn. The supplies are not going out because of lack of proper logistics, Get out of the way and let the generals run it. No time for another Nagel of New Orleans. There are so many supplies and none getting to the people.

In my neighborhood in Florida people
were out doing what they could. Removing trees, debris of the streets. The people have to help themselves in P R. Even the elderly were out doing what they could. The heat and humidity was horrid. PR has to get it together and not run stateside. They have to help. The supplies have to get through.
