The island is within range of heavy lift copters that could be dropping fuel bladders everywhere there's a need. Keep them flying off the deck of a copter dedicated carrier and making cycle runs to pick up expended bladders and dropping refills.
Same goes for food and equipment. You don't need trucks if you use CH-46, 47, 53's and the like operating off dedicated carriers specifically designed for them, of which the U.S. has nine in current service with 3 in reserve. All those supplies being off loaded to the port of San Juan could be uploaded to copters and flown anywhere required on the island in an hour. The copters could receive maintenance and fuel from the carrier stationed off-shore to leave room for arriving ships of supplies.
No additional foot print or housing required on land for pilots or loaders, just an area bulldozed clear for the copters to land and load or hook and sling cargo.
Absolutely...but they cannot move enough fuel to fix the problem. But they can move enough fuel and generators to jury rig the fuel distribution system. Then you get all the locals up and moving stuff. And you get people in the field so you know what is not working and can fix it.
Logistics is not hard if you have an almost infinite supply and everyone cooperates.
