43% of city spending goes to legacy costs in Milwaukee. A city with a long tradition of giving handouts to the liberals and the unions.

I guess that the city with it's liberal spending sprees and utter fiscal management is not able to address it's skyrocketing crime rates. 145 homicides per year for a city of 600,000 people.
Seems like Milwaukee's high taxes are mostly a slash fund for union favors. Maybe they can pay an office full of consultants to study this issue which will come up with a magic solution that turns Milwaukee into a city full of rainbows and unicorns.
Will be interesting to see what happens in these old, big, liberal legacy cities of the past with all their social problems, decay and lack of order.
San Jose, CA has 32% and Los Angeles has 29% of it's revenue going to legacy costs of past pension promises and government debt that has been issued.
I can't imagine the fiscal situation in these old, legacy cities when today's employees retire and they have to hire thousands of new employees with near six-figure compensation packages once all the benefits are added in.
