My last cat call was at a BBQ cookoff a few weeks back. It was about midnight, and we were sitting beside the trailer. Two women, I'm guessing in their late twenties, were walking past all done up. I loudly said "Yeah!!" with an accompanying thumbs up. One asked if we had a margarita machine. I said no. They kept walking.
No, my wife wouldn't want me to do that in front of her, but she probably knows it happens.
I also wouldn't cat call a woman who was with her apparent boyfriend/husband, her parents or her kids. I wouldn't cat call a woman by herself in a "sketchy" situation such as alone in a parking lot.
The fact that you don't do it in certain situations means that you should know it's not cool. Furthermore, the situations you choose not to do it actually shows that you have little respect for women but much more for their SO, parents and kids.
Why don't you catcall women who are with their parents/partners/children? What is the distinction between them and women alone/with other women?
