The key regulator for organic foods in the United States, under the Organic Foods Production Act of 1990, is the Department of Agriculture. The USDA is in charge of regulating organic food, both when it is produced in the United States and when it is imported. It’s illegal to sell imported foods as organic in the United States unless the product meets USDA standards.

However, the USDA doesn’t actually administer the standards for imported foods. The USDA only decide$ who can market themselve$ as "organic", which shouldn't be confused with actually being organic.
There are independent certifications that are more reliable

the first wapo article describes how 36 million pounds of non-organic soybeans from Ukraine underwent a magical transformation while being shipped thru turkey and in the process became 'USDA Organic' and $4 million more valuable.

This is disappointing but not surprising. I thought it was all based on wording. The USDA label was supposed to be reputable. If it has less than a certain percentage of pesticides, then I thought it would be labeled as such. I'm glad I didn't buy that $7 bag of organic spinach yesterday! I'll still try to eat healthy; Even if I am eating a bunch chemicals mixed in with lettuce. It seems like no matter what people do, they will always be partaking in unhealthy habits. I think at this point there is only so much you can do to be as healthy as possible. Grow your own gardens if you can!
