The answer lies in your use of the present tense versus reality. America is not now, nor has it yet been actively protecting Canada under the auspices of NATO. The next time America "protects" Canada will be the first time.

America has been called upon through NATO to protect another NATO country exactly one time less than Canada has.

Canada is a member of NATO and is committed to joining in the protection of ALL commonwealth and member nations, not just the U.S.. Canada will remain a member regardless if there is never a real or perceived threat against Canada.

North Korea is not perceived, (real or imagined) as a threat to Canada.
