I could give you a pretty long list of municipal broadband projects that either failed or have left millions of county and city taxpayers in debt. I have also seen that despite promises, muni broadband also causes increased water, electric, garbage and other services as the authorizing body tried to hide the cost.
He left out some important details, that area of the country has some of the lowest electric rates in country because of hydroelectric dams built 60+ years ago. The cost of this is somehow tied in with those dams, I'll leave 509 to elaborate.

Bob your server needs internet access if you expect to use it for the internet and if it's located inside your home that is going to come from the ISP's that serve your area.
Technically there is really no difference between your PC and a server. Both send and receive data. Technically you could use your PC as a server but if you look in the ISP's policy it's going to forbid it and it can be quite difficult. They might block ports commonly used for server etc.
Most ISP's offer a business plan if you wanted to use a server in you home or business. The difference is a dedicated IP which is crucial for a server, faster upload speeds so you handle much more data going out and they aren't going to be blocking common ports used for server.

I have Apache installed on my PC for my Web design environment. But it's only used as a local host.
I fear the government more than I do the companies. Companies don't usually come to take your family away if you say something they don't like online. Governments have been known to do that.
If it's a "basic service", then how soon does it become a "right" that the government now has to regulate and manipulate to make sure everything is done "fairly"?
