Most of the Steele dossier has been determined to be true.

A lot of the Steele dossier has since been corroborated.

Let's say I read an article that said the Eiffel Tower was 724 feet tall. If someone asked what the article said about the height of the Eiffel Tower, I could say it said it was 724 feet tall, and that would not violate the TOas.

So, what did the article say was true about the dossier?

Steele has already admitted he didn't meet with the Russian sources personally. He paid people to meet with Russians, who in turn were paid for this unverified information.

Absolutely false. The dossier claimed Cohen secretly met with the Russians in Prague. Cohen has never been to Prague & was on a baseball recruiting trip with his son to USC on the dates the dossier claimed he was in Prague. BOOM!
