The dossier was started by a republican. No one knows who it was yet.

No Republican was involved with Trump dossier.
Whatever Republican was paying Fusion GPS for research on Trump stopped doing so in March 2016. DNC and Hillary started funding Fusion GPS in April 2016. Fusion GPS hired Christopher Steele to fake up the dossier for them in June 2016.
