I posed some simple questions that require some very complex answers and ended the discussion right there. Better luck next time.

I mean - that's the question.
They can, they just apparently don't want to. They'd rather sit on their asses and wait for things to be handed to them.

They could put half of the unemployed miners to work training the other half to become para-legals, refrigeration technicians and truck drivers.

Sure, from your perspective. You're not the one faced with taking a low wage job. If you were in their shoes you'd probably be singing a different tune.

Installing solar panels is just glorified roofing. It's low wage work. It's not surprising that they'd rather keep their higher paying job.

There's no question that coal will decline, at least until natural gas prices inevitably rise. Obviously coal is not a great career choice right now. But it's hard to blame 50 year old coal miners for refusing to "retrain" for jobs that won't even put a roof over their head.

Most of them probably could but as already mentioned most of them would have to move, from there it would depend on the job market if they can find employment(there is only so many job openings for someone that runs a dozer) and lastly they will most likely be taking a pay cut...

In other words, they'd rather stay on welfare.

Get real.. they go to school for a computer job and where are they going to find a job in their small mining town... should they all move? Who will buy their homes when no jobs are there. I been to the mining towns and they took all the factories and jobs out of these towns... the small strip of stores long closed. The movie houses , the pizza places, all closed.

Lucky to find a dollar store there. The jobs all left. 70,000 factories closed here in the states.. other countries are booming.
With cheap labor the trucking industry is paying peanuts.. the cost of living is up and the wages in the trucking industry are equal to 2006. They gross $41,000 on the road and their expenses of eating and living on the road eats up their paycheck. They work long hours, live in a truck and are never home. Cheap labor killed the trucking industry.

How many have turned to welfare instead of seeking work elsewhere?

Wouldn't change the truth about many small mining towns these days.

A lot of Republicans won't face the truth that many of their deep red rural areas are just as poor and have just as much substance abuse and receive just as much welfare as inner city folks do.
