Yes, from this article, I gather that Clinton was already running the DNC and its funds a year before she was even nominated. If you find nothing wrong with that than fine. I do.

The article says the DNC and the Clinton campaign signed a joint fundraising agreement (the Sanders campaign has one to). There is indeed nothing wrong with that since it is common practice from both parties.

The only part I could see you having a problem with is the part about the communications director .

No, it says that usually those Agreements are signed AFTER the nomination not a year before. Which would make sense.
