Just as DC will never be a state PR will never be a state. This could provide two extra left senators. The assumption is that DC would get two extremely liberal senators. With PR it is possible they would also elect Dem senators. PR would get more legislators in the house that 28 states. That is power and no one gives power away.

No taxation without representation; PR doesn't have any representatives or senators in Congress, so therefore isn't obliged to pay income tax. Make them a state and it's a different story
