How about we allow each state to implement their own state system and allow the states to tax their citizens for it?

So are the people who do most of the killing, the gangs and career criminals raised by the justice system, mentally ill. Are all violent criminals mentally ill?


I know who is not mentally ill, the islamic terrorists who behead and crucify. To call them mentally ill is to condemn an entire religion. Libs consider any slight against any radical sect a hate crime against all who are associated with islam. fortunately Islam realizes our concern is not for all, just the terrorists. Libs can't make that distinction and treat everyone like an infant or dense dolt.

But why would you need a link to a study?
