Let the people that contribute the most see something back for their investment, and put the educational focus on those that are willing to attend school and apply themselves.
Many people who live in impoverished communities inherited their poverty and historical racial discrimination from the deep American roots of slavery and Jim Crow segregation.

Once formal slavery had ended, there was no safety net provided for unemployed slaves to obtain gainful employment, needed skills, education, or any other tools for neither survival, or acculturation into our society. They remained the social pariahs they were always intended to be.

Pretty much the same as they are now!

They now are experiencing a severe cultural problems brought on by many factors. One of which is serious unemployment. Another is the lack leadership and cultural guidance that will persist until negative external influences are seriously curtailed.

The following will resolve much of the educational dilemma:
(1) Get more qualified math and english teachers into the classroom.
(2) Make certain that all American students have equal access to 24/7 interactive computer-aided instruction in math, english, and science.
(3) Remove any and all students with persistent behavior problems from the classroom.
(4) Insist that parents pay an extra tax or incur a financial penalty for enrolling their misbehaved children as students into our schools.
(5) Make certain that all persistently unruly students become trade school students in schools with tight security policies and strict rules to guide their behavior.
(6) All American schools should have a curriculum that provide instruction concerning family development, preferred structure, childcare, and sex education.
(7) All American schools should have methods of identifying potential leaders of their communities. The school districts should then nurture these previously identified student's leadership characteristics.

Basically, agree with everything except number 5. Many tech schools have already been into pseudo-juvenile delinquent centers at the expense of students who are there to actually learn. We should have separate ALCs to deal with children who have severe behavior issues and who have already been given a chance in a mainstream school.

Working to improve their life situations so their skills merit employment and/or higher wages, and requesting services from private charitable foundations liberals will no doubt be more than willing to fully fund so they can put their own money where their mouths are.

Can you name a country, from any time period in history, where your type of economic and social policies worked successfully?

Are you saying liberals won't voluntarily adequately fund private charities to help the poor? If so, that most certainly makes them hypocrites.

No, it's because the majority of people don't have much money, and would have to make themselves poor to donate to the poor, which would defeat the purpose

Gates, Zuckerberg, Buffett, Bezos, Mark Cuban, Oprah, etc., etc... All liberal billionaires. They could go a long way towards funding the charitable programs, with the rest of the liberals pitching in to complete the funding. Put your money where your mouths are.

In European/Scandinavian countries, EVERYONE pays the 20%-25% Vat tax. We could do that here in the US to fund European-style social programs. If they can do it, so can we.
