First off, tax breaks aren't a money grab.
Secondly, regardless of which team holds the keys to the white house any infrastructure plan will be all about taking care of friends.
Its how DC operates.

First make the case that would lead to improved infrastructure at less cost to the taxpayers.

What reason is there to believe private industry would target anything but the highest profits available?

the ideal plan would be to spend money on things that may not be entirely profitable, where no private capital is looking to get involved. Trump's garbage "plan" was to give tax breaks to private jobs, many of them already in progress.
