Heck we had one highway widened through Bonds then had the State change it over to a toll road right after the last community involved passed their Bond Bill. Guess what we still had to pay the bond money and get to pay to dive on the road we paid for, your government at work.

The way I recall, the "infrastructure" was going to be privately-funded and privately-owned by foreign corporations, and they would be able to charge whatever they want to the taxpayers.
