FYI: we are doing Nothing to deal with this threat, even though Congress has been warned about this for Years. The Russians have given this possibility serious thought and it now looks like that NK may now be able to go down this path. The right size nuke set off in the right place and this Nation goes back to the stone age in a second with a huge percentage of Americans dying before any sort of normalization could be instigated.
