While something like this might be possible I would be hesitant to jump to conclusions. We have a lot of illegal aliens in California, and costruction work has significantly dried up. I wonder how much of this population is made up of US citizens who were homeowners, and lost their homes. I would like to see some statistics, up here in NorCal we don't see this happening. Folks losing homes end up renting homes or apartments.

I just viewed the video and strangely - no one is shown on the video - just some campers and tents - no people. Makes me wonder if the people who are "camping" there are illegal immigrants. Hmmmmm.

We've had these in Oregon for the last 30 years. Where have you been? Many cities do this for the homeless. Here, the homeless asked for one- they called it Dignitr Village or something like that.
