That is not a non-sequitur. That is exactly the point. They are horse trading with senators including Jeff Flake. And yes, the bill was debated, the accusation is rated FALSE.

11 million more are insured because of the ACA. Obama did a great thing, not perfect though. Instead of republicans wanting to repeal, they should have just made it better. But republicans don't seem to care. Haven't you noticed that republicans are for the rich and democrats are for the middle class.
