Frank, no one can build a road or that infrastructure if one property owner can hold it up where you might have 100,000 of them involved. It's just not possible.
Just a few ideas here on what the government could do to run more efficiently while helping more people and being less unfair.
- EZ Form for all individual taxpayers. One tax rate with no deductions for anyone. Stiffer fines for cheats, hard time for $100k+ cheats. (Taxpayers would save billions per year in tax preparation costs while the IRS itself would be downsized considerably.)
- EZ form for all corporations with credits given only for creating/keeping a full time position with a living wage. What that number is would be up for debate. (Even more IRS operating costs saved and a couple hundred billion more in tax preparer costs for corporations.)
- Medicare for every legal U.S. resident and Green Card holder, of all ages. (Must pass physical to obtain Green Card). Tourists, international students, visa holders, etc must show proof of temporary policy to enter U.S. (No proof of insurance, citizenship, or Green Card? Then that appendicitis procedure would be Part 1 of a 2-part deportation process.)
- Government paid-for college (associates degree) for anyone who wants it. (With that degree and part-time experience anyone should be able to get a living wage job and start paying taxes, or they can pay for further education....or both.)
- Put time limits on unemployment, food stamps, and welfare checks. Beef up the scrutiny on those benefits as well as disability.
- Provide free birth control for any person smart enough to use it. Stop paying for vets' Viagra.
- Wars: Stop starting them. Stop guaranteeing thousands of lifetimes' worth of medical procedures and disability checks (never mind the $600 billion per year to operate in the first place, and oh yeah, the deaths...)
- No-bid government contracts: stop allowing them. (See: Puerto Rico/Whitefish disaster)
- Stop giving fracking companies everything they want while penalizing solar users.
- Stop subsidizing harmful agriculture and beef industries. Get out of the way of organic and free range famers.
- Get rid of the electoral college.
- "Election day" should be held over a 3-day weekend. Manipulating the polls by keeping the working class away is a national disgrace. Allowing the local news to declare winners by 5pm on the sole election day is equally as offensive.
- Limit the amount of times a business owner can declare bankruptcy.
- Remove tax-exempt status from every last "non-profit" in the country, from colleges to churches to charities. The honest ones will stick around, the cheats will close up shop. (When Goodwill immediately goes bankrupt perhaps a national thrift store should take over...)
- Lastly, acknowledge climate change exists, because of, well, facts.

The best way to accomplish this is per mile tax based on the weight of the vehicle. Increase the cost on trucks to a more realistic tax. This will drive longer haul freight onto rail where it belongs. It will also increase the cost of goods but non motorists will now be paying their fair share for the upkeep and maintenance on roads that damaged by the trucking industry. Those who drive will benefit in the long run as the tax burden can be lower on them and there should be plenty of funding to maintain roads.
As a truck driver, even though I'm local, not regional/OTR, I will not agree with that. Regional and long haul trucks already have the International Fuel Tax Agreement between states, and pay more fuel taxes in actual dollars if not rates than all other vehicles
Remove riders from bills.
Term limits.
Oversight on spending with strong punitive action on fraud.
Smaller government.
More authority to states and less federal.
Not isolationist but less involvement in international issues that are not a threat to USA.
No foreign aid until all US children are fed and vets have homes. America first.
A reasonable budget for foreign aid and prioritization for who gets it.
A strong military but more efficient and less wasteful.
A revamp of the penal system. 2.2 million people locked up is absurd.
Fewer hand outs and more hands up.

Go back to the text of the Constitution, and eliminate all the legislating from the bench that has taken place.
Without eminent domain Bob a modern society becomes absolutely impossible. There is clearly abuses that need to be adressed, e.g. Walmart taking a prime piece of property but when you are dealing with infrastructure there is simply no way around it. It's necessary evil if you want water, electric, gas, sewage. communications, transportation etc.
Some truth to that but we already have most of the property needed for infrastructure..... no real need to allow the government to keep grabbing more and more.
Maybe a solution would be strict laws on how it can and cannot be used and setting the rate that they must compensate the land owners at quadruple the assessed value plus all loss of projected future revenue in cases farms or other businesses.
Implementing eminent domain should be a last resort and not something that is done so easily on the government's part.
The law must favor the property owner by default.
