I know many very good lottery winners but also lottery winners who now have a misdemeanor or felony but after becoming a citizen, a felony doesn't eliminate citizenship.
This guy may not have become a citizen.
IMO any endorser for immigration should be held liable for actions that person commits during the time the person enters here, until that person becomes a citizen! IMO the family member who won and endorsed this person should leave too. If the government implements more liability than we may get a better system, aside from quitting the diversity lottery right away.

For the last couple of years, because they already sent past the limit amount of immigrants. We however, have no idea unless someone digs it up, about what year the visa was issued, it could have been 20 years ago for all we know and the country was eligible.

I don't know when this guy applied but he apparently arrived in 2011. Bangladesh was eligible in 2011, 2010, and 2009, sending about 6,000 immigrants each year.
So, people in Bangladesh are not eligible for the lottery, so nothing needs to be done in that regard. He was sponsored by a US Citizen. Trump wants to end the option to sponsor. Is that correct?

I read it like he was an f43 visa of a lotto winner, so he was not a lotto winner, but came as a child dependent of a sibling of the lotto winner

They are eligible as long as they do not exceed the number of immigrants they send to the US. Once that number exceeds a certain limit, they are excluded. However, any given year they can become eligible again. So their lack of eligibility now is not in the sense they are on some blacklist or something, it is just they exceeded the minimum number of immigrants to be eligible.

They are on the list of ineligible countries with India, Iran, Venezuela, China etc

Yes, all those countries are ineligible for the same reason; they exceeded the immigrant limit to be eligible for the lotto.
From last I read, he came on an f43 visa, which he is the dependent child of someone who was the sibling of the lotto winner, thus the sponsor of him. This is classic chain immigration.
