You mean when Mr. Cain admitted that the National Restaurant Association, of which he was then CEO (1999), had made financial settlements on his behalf with two women of the NRA that accused him of sexual harassment and misconduct during his tenure? With Mr. Cain then 'suspending' his presidential campaign?
Nothing would surprise me. Politics is a dirty game. I am sure it is not beneath either party to pay people to make allegations if it means winning. Its all about winning. The method is just the means to get there. Sad.
You betcha it's a dirty game from both sides of the coin however what's really funny is when there's someone in office like Clinton who was really guilty of doing those things the Press wasn't all over him where they wonder

LOL, why am I not surprised, they did the very same thing to Herman Cain and actually when this first came out, I wondered, why they didn't come forward during the election campaign, after all, Cain said the very same things Trump was saying and they got rid of him but quick by getting woman to come forward.
