As for legislators, we have legal departments that write the laws. The legislators don't actually write them.

Most local jurisdictions have minimum standards and screening committees that insure a judge is qualified, this is a bipartisan. No one wants a judge that is incompetent presiding over a trial.

Apparently some people do or don't otherwise care if a judicial candidate is actually experienced and qualified for the job.

Need more granularity on that statement. Federal judgeships are not handed out to people just because they watched legal dramas on the TeeVee.
