When I worked in manufacturing, granted 40+ years ago, Christmas layoffs were the norm as they were whenever there was a contracted raise. Those two times plus, oddly enough, the 4th of July.

Companies always layoff at the end of the year, if they are going to layoff..it's a budget thing. The holidays have nothing to with it, that's simply a coincidence.

Want to start 2018 with revised cost structure.

The one offs like severance get charged to 2017.

Most end at a quarter, of some kind.
