I'll ignore the personal insult and answer your question with a question. What kind of person do you think that would find appealing the opportunity to murder, rape, and torture?

He's simply saying after that, if they have reformed that can be a good voice for deterring others. Not even that they "will"...just there's a possibility. Why is that so outrageous?

And what would that be? If a returning ISIS member served an extremely long prison sentence he might have some influence with potential recruits when he says "don't follow the path I followed". But if he served only a short sentence in a cushy Canadian jail I don't think he would have much deterrent effect at all. Maybe even the opposite.
