If you purchased that piece of ground, they would still be able to run cattle on it. Water rights are as important as property lines here. Even more so, in some cases. Like this one.
Obviously I know more than you. Water rights do not grant graving privileges. The only land they have a right to run cattle on without applying for a grazing permit is their own deeded property. That was a maximum of 160 acres under the Homestead Act a century ago and that's what they own. They purchased the property in the 1940's and their family was not the original homesteaders on that parcel. They do not own federal lands nor do they have a right to use it as they wish. It's a privilege that may be revoked. Federal lands do not belong to one person.
Because everyone knows, people cannot combine rights when exercising them.

I don't know what gives you the notion the government is not supposed to use force to enforce laws but that's what the government is there for, to protect the population at large. George Washington himself led a military force to stop the Whiskey Rebellion. You're mixing up freedom in a civil society as we have with anarchy.
