Again, foreign entities were wiretapped because they were suspected of criminal activity. Some of those wiretapped conversations were with American citizens, some of whom worked on Trump's campaign. The collection of Americans conversing with suspected criminal foreign entities was incidental.

Therefore they were not issuing a government for the world, but for this nation and its citizens.

Civil liberties existed before the Bill of Rights was created. The Bill of Rights doesn't grant privileges. It defines what already existed, to be free with liberty.
When it says people, it means all people(what makes you not a person?) If you are in bondage, incarcerated or dead, you are not a person.
Citizens is a more defined description of people. Classifying a person as the subject of the state, that has consented to be governed.
