I don't see the appeal of living in NJ or NYC since the weather isn't good much of the year , plus cost of living is so high .
Why not move to Cleveland ? Looks like the city has been turning around . Seems like it is getting to be a very popular city for investors from CA and other high cost areas too .
After being laid off in 2009 I was only able to get contracts until 2016. Some were good and paid very well but sometimes there were months between them. This combined with our wonderful medical system has largely destroyed my finances. I have a job with health insurance and they love me here. Replacing this (cross fingers) secure but lower paying job with health insurance is problematic at age 50. Meanwhile my second job in appliance sales is paying lower. My family cannot withstand another crash. As bad as things are for us, I know many people my age who used to have even better jobs who now have even lower pay than I do. I need to get my kids to their age of majority. I will have worked 8 or more hours 350 of the 365 days in 2017 across 2 jobs. Christmas was my last day off. The one before it was in mid Sept. Life goes on and aint pretty - you do what you have to do for family.
Lately been trying to get some freelance engineering support work. Just no bites as most want 1st shift and full time.

Most Southern states have a higher income tax rate than my own. Those that don't tax income, have high property taxes and home insurance rates due to likelihood of a natural disaster. Then there's the summer.
People are moving from states like NY to get warmer weather, mostly retirees. I live in a northern blue state and it's freeeeezing here right now. But I'm not moving out because it's a good state.

Yes about the summer in Florida. Climate change is noticable in Florida, IMO. The heat is lasting longer in spring and fall and winter is mostly warmer too. It was high 70s and low 80s for much of Christmas week. There are lots of record highs over the past few years in Florida. It's becoming unpleasant due to the heat over the past few years, to put it mildly.
You ought to consider the mountains of GA, NC, TN, SC. No state income tax in TN and the mountains aren't as hot.

Retirees aside, the greatest loss in population is occurring in the most dangerous pockets of Chicago, not exactly " the rich".
In terms of pensions, Illinois is stuck. The state Constitution create a binding contract between the state and its workers and workers are entitled to the benefits in place on the date of their hire. The state Supreme Court has ruled that the obligations must be met regardless of financial hardship. It is believed that these rights will survive an Amendment to the Constitution.
Large corporate employers strike their own deals as they do everywhere else.
The flat rate income tax is less than the progressive rates in most Southern states and will have to rise. The longer the can is kicked, the greater the impact, especially on lower incomes.

8 states have legalized marijuana for recreational use. None of those states are loosing population.
45 states allow Open Carry in some form or another. The desire to parade around with a semi automatic is unlikely to be a reason why people choose to relocate.
Most southern states have higher progressive tax rates than Illinois. And then there's Wahington state with no income taxes.
Then there's the liberal social circle thing. Silliness.
