Hmmm.
The police have to assume the worst. They have a caller making outlandish claims. Claims of crap that we read about far too often. The cops must take it seriously.
Every time a cop pulls over a car, the potential of threat is always real. They assume the worst. It keeps them alive. I don't fault them for this.
The same crowd that is the wait and see group also condemns GWB for not taking every threat seriously before 911. As if He could have prevented 911 if only. Not true.
In this case they get a 911 call. Sounds horrific. They are thinking save the kid. Anything and everything is possible.

Now an innocent man was murdered and the weapon used was the police. The police were the weapon that the caller aimed, and fired.

The cop who shot the man needs to be held accountable as well. Did he have a itchy trigger finger? What motivated him? The investigation should be aggressive.
The caller should be arrested and charged with first degree murder. He used the police like some would use a gun, or use a hit man.

If you listen to the interview with the police, they blame it all on the caller. The cop screwed up, but they will cover for him.

Both the Caller, and the Cop.

But we know that there are a different set of rules in place to protect one of these people.

It is better to analyze these cases in terms of the tax paying citizens vs the government.
The citizen that was shot had no reason to submit to the police since he did nothing wrong.
He curiously was looking around wondering what all the commotion was about.

There are already laws on the books to take care of these matters.
It is illegal to make prank calls. - The caller
It is also illegal to murder innocent citizens. - The Cop

Lock them both up.

Since that's not likely to change anytime soon it's best to practice up on your Simon Says playing skills in the meantime. There should be classes offered called "Surviving Police Encounters 101" at local community centers and the like. The instructors can yell out various commands, while pointing paintball guns at you, and if you mess up even slightly they respond accordingly.

Always treat the American Police Officer as God in even the simplest of encounters including traffic tickets. Make no fast movements. Obey their every command. Keep your hands up. Even this is no guarantee of survival during an encounter but it should up your chances.
So 320 Million Americans should be trained instead of 1 million police officers retrained?

Watch "Live PD" or "Cops". Many of them are arrogant even knowing they are on camera. Maybe answer commands with "yes master"?

You didn't say anything of value. Again you do not shoot an unarmed person who is not a threat. Your entire point is because someone said. Do you not realize how reckless that is?

The operator didn't murder an innocent. What part of that don't you get?

US police kills US citizens at a rate that's 50-100 times higher than what happens in other countries. (We're not sure, because police departments fight tooth and nail against reporting requirements that would make for useful stats.) This doesn't give you pause? Just a little?

The "crap we've heard way too often" seems to be as much from situations police officers whose first look at a perpetrator is over a gunsight, and who will do nothing to communicate or de-escalate. Yes, I fault them for this. More precisely, I fault their departments, who train them (poorly) and who sets the standards.

Interestingly, it doesn't have to be this way. Salt Lake City PD trained its officers in de-escalation, and the number of deadly-force incidents dropped like a rock.

...techniques involve more voice commands from the officer, and the slight giving and taking ground with a suspect to buy time. This allows the suspect an opportunity to calm down, as well as giving the officer an opportunity to rethink his approach, possibly using non-lethal force like a taser to subdue a suspect.
It works. It may not go well with the entire "respect my authoritah!" ethos that some US law enforcement goes with, but the goal - ultimately - should be to get the bad guys in a courtroom (alive) and have the good guys go on with their day (also alive), and firearms aren't much good for that.
