Suggested solution: Fire EVERYBODY in the federal government. (Keep some of our military though as that would be bad if we lost some of those though we can fire most of them (should be enough to get rid of all the traitors Obama put in)). That means all the guys on the federal courts (including the SCOTUS) are out. Trump is out. Pence is out. The House is out. The Senate is out. Sessions is out. All the bureaucrats from the heads on down to the paper pushers are out. And have a vote of the people in each state whether they want each office to continue or be gone. The ones that are voted to stay are renewed. The ones that aren't are gone.
They can't even get the hundreds of current open positions filled now.
You can't trust the voters to determine if a position is needed or not since they're not educated in the things it takes to run a state/country. I might hear about a position that sounds ridiculous but is essential.
Contrary to popular belief, bureaucrats and other federal government employees actually do, like, useful things. They do things like ... disperse people's social security checks. Deliver the mail. Manage the nation's air traffic. Manage the nation's weather radar sites. Take entry fees at national parks, and maintain and police the parks themselves. Collect data and conduct samples to produce the nation's economic data. And so on.
In a typical state there are thousands of federal government employees. It would be a joke asking voters to vote on the merits of each and every one.
Who would do counterterrorism stuff? The states? Okay, but if the investigation goes across many state lines? Do really think there would be seamless cooperation? Some of the “paper pushers” protect the homeland and provide unmatched resources in US law enforcement.
