I wonder why nobody has answered this question. If American don't pay taxes, why aren't they investing in their own company already while they waited for this tax cut to all of a sudden do this?

$1000 bonus is chump change. After taxes they might get a little over half.
Try giving the employees a raise and not making them pay for health insurance instead of throwing a biscuit to try and make the company look like a hero.
