Then how in the world was a Special Counsel appointed?
There has to be a crime and conflict of interest for Special Council.
Why didn't Rosenstein just take over the investigation?
Because he would not have had the power to snoop beyond boundaries?

No it wasn't a crime. But Trump firing Comey created suspicions because Comey was investigating whether members of Trump's campaign colluded with the Russians.

And after untold months of investigating, interviewing, etc., they have found... nothing.

Even if they had found some evidence of collusion.... remind me again, what crime there is?

Mueller is supposed to be investigating a crime. The law creating the Special Counsel requires that there be a crime, before a SC can be appointed to investigate anything.

But from the beginning, he hasn't been investigating whether Trump is guilty of any certain crime. He's merely digging to see if there is any crime at all.

And he has come up empty.

Firing Comey is evidence to the crime of obstruction of justice.

This is been explained dozens of times on this forum alone. Surprising with this question keeps getting asked.

Special Counsel, doesn't get appointed on a suspicion. That would be against the statute.
The FBI is not the KGB. But is sure looks like they pulled one out of the KGB playbook for this one.
