Dr. Bandy X. Lee reportedly met with the group of lawmakers on Dec. 5 and Dec. 6 and warned them the president is "going to unravel." All of the lawmakers in attendance were Democrats, except for one Republican senator.
"We feel that the rush of tweeting is an indication of his falling apart under stress. Trump is going to get worse and will become uncontainable with the pressures of the presidency," Lee told Politico.

The only one who has the right to "have his head examined" is Trump himself if he so chooses, and only if he so chooses.
The only exception to this is if he is charged with a crime and pleads insanity.
Or he is charged with a crime and his lawyer asks for an examination.
Or someone attempts to have him civilly committed.

Congress can certainly make the determination for themselves without an exam, then, if you prefer it that way. Consult your Constitution. It will happen after the midterms if the republicans don't want to do it before then. It depends opn how big a liability they view Trump to be in the next few months.
