Now I believe the problem has been solved, either by installing new heating systems or going back to old way.

In China, urban residents in northern provinces have central heating. All apartments have hot water pipes, usually heated by coal. In most cases, they pay around 500 US dollars for the whole winter. Many employers cover that too.
Rural residents have to do that by themselves, usually with coal too.

In south China, there is NO HEATING. In Shanghai, for example, it gets snowy and freezing occasionally, but there is no heating! You have to turn on your AC (if you have one) or use other methods by yourself.

Clintons are loaded; HC doesn't *need* anything. She is a typical white well off wife who will get even more should she outlive the husband. In fact it is safe to say if carefully planned the daughter, grand children and several generations in future of Clintons will be very comfortable for their natural lives.

By late 1800's and certainly towards beginning of last century many urban areas in USA and western Europe began mandating either burning of clean coal or using "smokeless" boilers that burned various grades of cheaper soft coal but did so without all the soot, smoke and so forth.

Furthermore as any good railroad or other fireman could tell you excessive smoke is a sign of waste. A properly fired coal boiler/heating source shouldn't belch tons of smoke constantly.

4,000 people died immediately because of the "great Smog" of 1952 in London. https://en.wikipedia.org/wiki/Great_Smog_of_London

The only clean coal is coal left in the ground unburned.
