Countries that are well known for human rights abuses and the like. We give them lots of money, but it always ends up just helping the elite, not the poor or anyone else. It's equivalent to giving someone who wants to quit drinking a six pack and a bottle of vodka.

It's usually about "national security," which generally means oil or other financial considerations.

OP, do you think we are handing them cash? Most aid is in the form of military equipment that the US feels enhances/furthers U.S. missions/programs.

Much of the Worlds overpopulation problem can be laid at the feet of do gooders in America who are more concerned with being a great humanitarian than if the help they are pushing is really harmful.

Anyway, we don't give the aid to "countries", its given to corrupt governments. The question should be why is the US government giving your hard earned dollars to another government (they are all bad) which in turn benefits you in no tangible way?
