Trump admin has chosen to arm the same people Obama armed, and is in process of building a 30 000 strong "border force" from the Kurds and Syrian rebel fighters. Turkey is not happy, since they consider the Kurds terrorists. Syrians are not happy because this pretty much ensures the continuation of the civil war.
How many of these troops will later turn into terrorists is anyone guess.

The BSF will be tasked with securing the long sections of Syria's northern border with Turkey and eastern border with Iraq that are under SDF control, as well as parts of the Euphrates river valley, which effectively serves as the dividing line between the SDF and Syrian pro-government forces.
"A strong border security force will prohibit Daesh's freedom of movement and deny the transportation of illicit materials," the coalition said, using a different term for IS. "This will enable the Syrian people to establish effective local, representative governance and reclaim their land."
You mean that Trump is now stating that if Syria does such-and-such a bad thing, the U.S. will respond with serious action.... and then when Syria actually does it, he does nothing?
The goal is the same, as is the approach. Arm and train the Kurds and Syrian rebels to fight ISIS. Based on comments from Syria, they will be fighting the Syrian government as well.

You did not comprehend what I quoted. Not sure if it's on purpose or not... but there is a clear difference between what is expected from the two administrations.
