You may be surprised to learn, that the Speaker of the House of Representatives, does not have to be a member of congress. Whoever the majority in the House votes to be speaker, regardless of political office that person might or might not hold, can assume the job, as long as they meet the basic requirements.

Another possibility is that if election fraud is proven and a lawsuit in federal court resulted in the 2016 election being voided, then a new election might be held. Or if possible, the votes could be recounted with the fraud factor removed and a different result might be reached.
