This is a pretty pathetic attempt by the Democrats to try to tie anything to Trump and weave an "impeachable" offense around it. The Mueller investigation isn't yielding results, so therefore they need a new "offense" to grab onto.
At this point I wouldn't be surprised if they were to try tying him to littering in grade school as something that was impeachable.
