No, they are NOT legal. They have a temporary deferment from deportation, by policy/EO only (NOT by law), that expires in March. Let it expire, deport them as required by Federal Immigration Law, and ban them from reentry into the US depending on how long they've been illegally residing and/or working in the US, as Federal Immigration Law requires.
