Well, building infrastructure in rapid time isn't necessarily a good thing. It's very likely that the workers will do shortcuts in workmanship and quality to meet those deadlines, and that can lead to problems later on.

There's a Chinese saying "tou gong jian liao" which means "skimping on labor and materials" - and it's a practice that has lead to collapses of buildings, premature wear of roads, and other preventable calamities.
