In many ways, I'd rather my tax dollars go to animals on welfare than lazy deadbeat humans on welfare.

If they don't allow the stamps to buy kibble, people will just use them to buy what they can. such as meat & canned tuna to feed the animals. I know if I was in such a desperate situation, I would feed the pets & try to also feed myself, but they would not go hungry. I love them.

No they are not. I love animals. I have 5 dogs, 5 cats, 2 horses, a goat, a pig and chickens but if you cant afford food how do you afford rabies shots and vaccinations, worming, flea meds, spay/neuter and any vet bills, etc.
If one just falls on hard times there are organizations and charities that will help you out with pet food but if your a regular food stamp recipient that means you cant afford your own food much less food for a pet.

I know a woman on stamps and a monthly check who recently got 2 kittens. she was telling me she got a big bag of pet food from the humane society but she put it on her porch and it got rained on and ruined so she was going to go back and see if they would give her more. I wanted to slap the crap out of her but instead I gave her some cat food.

No, no, and no.

I am an animal lover, I volunteer and commit direct donations to specific groups, but this is too far, this is just advocating the use of tax dollars yet again to support a lifestyle/quality of life level, rather than be a safety net to prevent someone from being destitute.

Stuff like this is why a rarely support these large animal advocacy organizations, because they have way too many people who are in search of something to do, and they expand their mission into absurd things. I do not even think they want to solve any issue as that would be the end of their organization.

The real cost of responsible pet ownership is vet and healthcare of the animal, not just the food. If people are allowed to buy people food totally without any nutritional value like potato chips, popsicles, cookies and soda, they might as well be buying pet food.
