What do you all think. Is California out if control? Thumbing their nose at Federal law?

It isn't the state buying the town. The state has no say whatever if someone wants to buy a town and the town is willing to sell.
And if the town's owner - American Green - wants to dedicate their new town to producing/distributing marijuana products under California's new law, then that's up to them. Obviously, they are taking a legal risk regarding federal law here, but again, that has little to do with the state of California. All California will care about is whether the town is obeying California law.
I wonder if upon entry to the town they will confiscate everyones car keys and potential weapons so they won't hurt each other when they roam around buzzed?

That shows how little you understand about how ingesting the cannabis plant affects humans.
Makes about as much sense as confiscating everyone's weapons before they enter Milwaukee. After all, that's a big beer town, and beer is MUCH more likely to cause problems with weapons than pot.
As far as "people roaming around buzzed", you are around them every single day. Neighbors, professionals, coworkers, etc. You just don't know it because there is no way to distinguish them from others.
