Of course, they're voting in the states where they have been issued a drivers license. That's all you need to vote.
In most states you don't even need a drivers license. We need ID to purchase cough syrup but all we need to do is pick a name and address out of a hat and go and vote under that persons identity.
Most people wouldn't bother but there are a certain creed of law breaker that enjoys thumbing their nose at not only our immigration laws but all manner of other laws as well.
