Correct. He is also called the "Commander-in-Chief." Trump supporters want to have their cake and eat it too. They credit Trump for everything good that happens in the US while Trump is in office, whether or not Trump is responsible. But when he once again proves how incompetent, incapable, and clueless he is to hold the office of POTUS by one of his innumerable idiotic tweets/comments/speeches, they give him a pass, saying he's not responsible for "running the government."

I guess the job of a President is to eat cheeseburgers in bed while yelling at Fox and Friends? Followed by visit from Russian prostitutes?
