They either get it through someone who can, like a legal relative or boy/girl friend, or they go to those shady car dealers that will finance it and attach a GPS devise so they can repo it when needed.
Loads of greedy companies are willing to give it to them. I know a ton of insurance companies and Catholic hospitals in the state of Illinois were pushing for licenses for "Dreamers" here in Illinois.

That permitted illegals to open bank accounts, buy cars, etc. I know of one guy who bought a house, then was deported. The house was foreclosed. When he came back, he bought another house. The Texas born wife's name was not on the title. She had little income so the kids could qualify for free lunch. She worked with a real estate agent who specialized in that kind of special financing. Bet that guy was making a fortune, and the interest was twice the average amount.average

What's the connection between his immigration status and his drunken driving? I'm very much opposed to illegal immigration, personally, but the connection between these two things is tenuous, at best. If there are millions of illegal immigrants in this country, then probabilistically, you'll have drunk drivers among that population. If you can present credible evidence that illegal immigrants are more likely to drink and drive, then you may have a point. Otherwise, you look foolish.
I'm usually short with those like yourself who refuse to discuss things honestly. being unlicensed does not equate to being here illegally.
