As the fraudulent and abused EB5 Visa program was about to expire, it was slipped into the budget for renewal. The EB-5 Visa is a program where rich foreigners can buy U.S. citizenship. If they have $500,000 available, promise to start a business and hire 10 people, they get a green card with an expedited process for citizenship. Up to 10,000 applicants a year are allowed.
Oh and btw- Of course this program includes chain migration.
This is a prime example why 'line item veto' is needed.

Trump signed anything they put on his desk, so there would be no veto even it if line-item was possible.
