I voted yes, but ideally would like to see some sort of “gun review board” involving teachers, mental health doctors, counselors, police, social workers, etc. who would review each case. If a teacher files a report, the case is sent to the board.
They ALL have agendas, and would be the LAST people deciding if I was allowed to have a gun or not. Anyway, moot point unless you amend the Constitution. Most of them, if not all lean far left, PROGRESSIVE, and many cops don't want anyone but them having legally owned guns.
NOT in a million years would I let that group decide.
The gun shop owner has the right to deny a sale at point of purchase.
If the clerk gets a strange vibe from someone they can stop the sale.
I think this happened in Florida with the pulse nightclub shooter. He went to a gun shop and they did not like how he was acting so they denied the sale. He later went to another shop and bought the guns and ammo for his murders.
There are stops that can be made if a person is deemed a threat to themselves or others. Their guns can be confiscated by the Police until the person is deemed safe to have them back.
Unless they were gay purchasers. In that case, the owner must sell them the gun.
That can already be done. It has been federal law for decades. All it takes is for the person in question to be "adjudicated mentally incompetent". A process that both takes input from "professionals" and provides a degree of judicial standing and objectivity. You want to take away someone's civil rights? Follow the rules. Not a lot different than a search or wiretap. Go through the proper process and get a warrant.
Police had been called to the shooter's house 39 different times. There was plenty of evidence to act upon and make that declaration and take it to court. The system failed, once again.

In light of the mass shootings where many people had concerns about the shooter, should we be allow certain professionals to place a hold on a person’s ability to buy a gun? For example, a school teacher can file a certifcation and register it with state and federal background check agencies that holds gun purchases until cleared by the police. Make it a crime to report someone over personal disputes or in bad faith. The purchaser can challenge the hold in court as well.
A motivated shooter will just bypass any laws in place and find other ways to purchase whatever armament he needs.

A person has to go to court to be able to use their rights? Doesn't that sound kind of odd?
Until cleared by the police? Why should the police have the power to deny people their rights?
Long story short: Due Process Clause.
You want to deny someone their rights then you charge them and take them to court.
