We could go by body count, but I think more factors are involved. For example, Lanza killed little kids but he was also completely insane. Roof didn’t kill as many people but his motive was race, he was not insane, and he prayed with them before killing them. Pretty messed up. Then you have the Columbine jerks who started it all (arguably).
