Don't doubt it. Many things cause gasoline to rise and fall, this one is just one of them. Still, this one is pretty reliable most years, and it has nothing to do with presidents.

The spike that started last fall is mostly due to an agreement between OPEC and Russia to cut production by 1.8 million barrels a day.

Prices would likely be much higher if not for a huge increase in American production, and unless prices collapse, the United States might surpass Russia to become the number one oil producer in the world in the next year or two.
