Since Cruz was neither involuntarily committed nor adjudicated to be mentally ill, that rule would have done nothing to prevent his ability to buy a gun.
Best bet to block the purchase would have been a criminal record. Which, of course, Cruz didn't have because Obama/Holder/Broward thought it was "socially just" to keep teens out of the justice system entirely in order to end the "school-to-prison pipeline."
One thing I've discovered with liberals is politically they lack any historical perspective, especially with Obama. Somehow, when Trump became president everything reverted to Trump Day One, even though just now the country is beginning to understand the reverberations of the policies Obama and Holder foisted on this country.
Fortunately, even with the liberal MSM doing it's best to ignore the story (because it's all the NRA's fault...keep your eyes on the 2018 prize folks...dead kids are good for Democrat politics) people are becoming aware of the disastrous Obama/Holder school policies. It will take a generation to repair the damages to this country created by Obama.

The only chance of stopping Cruz from buying a gun would have been a criminal record, and he didn't have one because Obama's/Holder's/Broward's (and other jurisdictions) policy is to keep teen criminals OUT of the justice system so that they do not acquire a criminal record that harms their future opportunities, thus ending the "school-to-prison pipeline."
No criminal record = able to pass a background check = able to buy a gun.
FWIW, there are 50 other jurisdictions, nationwide, that have implemented the same non-prosecution of teen criminals policy programs (under various names). They won't have criminal records to stop them from buying a gun, either.
